Windows 2000 server got rebooted .The oracle instance
didn't start right .After mounting it tried to open the database and it gave a ORA-1114 message.
I restarted the oracle service and everything is ok.
What does ora-1114 error mean?

Mostly its an I/O error.
you may need to look into restoration.
try starting the instance manually using svrmgrl.
u can clearly see the errors, and the file/media which may require restoration.
