I am confused to see one materialized view is not refreshing automatically, whereas the same thing I can do manually. Can anyone guide me about this abnormality?

Check parameter "job_queue_processes".

check the schedule of the materialized view refresh job. dba_job_scheduler. It should be schedule properly to refresh MV automatically.
